Man, who was in jail for 23 years, arrested again for shooting land owner

He was released after serving 22 years in jail in a murder case. Coming out of jail in 2017, Rafiqul Islam alias Ratan, again got involved in crimes, detectives said. In 2019, he was arrested again in an arms case but came out of jail after one year.
